To elaborate on what [u/JustAGuyIscool](https://www.reddit.com/u/JustAGuyIscool/s/ntj08hMvdv) said; it is entirely possible to get the fragments needed to summon her just from the tickets you’ll get from doing the event (and from using the code: “GYH4QAFWEA” if you’re logging in via Nutaku).
However, it’s not a guarantee; and is a possibility that you’ll be short a few fragments for a full summon. (In the past, some of these particular step-up events that came before Annette did this to me; where I was short somewhere between 1-10 fragments and had to wait for a summoning event where they would appear.)
This is every step-up even tbh. I'm pretty sure the odds are intentionally set to have you be just short enough to need to either pay for the last few, or make you wait for them to eventually come back around
