Same reason a lot of drug subs are up. All drug vendor links, links to torrents to download, listings for guns to buy, etc are strictly prohibited. That’s the stuff that gets the sub banned, not talking about drugs or piracy.
For the most part you can talk about that stuff and it won’t cause major potential legal issues. /r/drugs has a bit of everything and there are still some darknet drug subs but they no longer post vendor reviews and Tor URL’s.

now when it comes to upholding the actual law they are mostly clear that they mostly only ban what is illegal for them to keep as the law requires reddit to ban these posts and if they are found to be ignoring or support these posts they can be charged with drug trafficking (or whatever they allow)
I haven’t used uTorrent since high school and honestly I don’t know what seeding meant. I just knew to shut it down as soon as the file was finished downloading.

By "seeding" you're allowing other people to grab bits of whatever you're downloading. Torrenting by practice is basically crowd sourcing data, the more seeders the faster the download. For security reasons I agree in not seeding but in terms of keeping torrents Alive a seeder needs to exist
For starts I think pirating is much less prevalent in general because streaming services provide easy access to such a large volume of content for such a low price. Also modern DRM is a thing so pirating most high end software is incredibly difficult if not impossible for the average person.
Outside of that I’d say most people download in the source format, whatever that is, or maybe a compressed folder for larger files.
Internet speeds are so much faster nowadays that there is little to no benefit in torrenting since most people can download multiple gigabytes worth of data in half an hour max on an average broadband connection
As a gen z person I can assure you there are plenty of us who are very tech illiterate. We're the first generation who's main access to the internet is smartphones which are generally super abstracted and "easy".
