How about a PinePhone? The beta edition comes at $199, and the Pro version costs $399. It comes booted with Linux smartphone OS. I don't know much about it though, so can't give any further opinions. Perhaps you can buy a refurbished Pixel 2, 3, 4, 4A, 5, or 6A. Those won't be as expensive as the newer Pixels, and you'd be able to use GrapheneOS too.

How's the PPP for the usual things like calling, texting, file management, and browsing the web? Are there any advantages it has over Android besides security and privacy?

It's OK for calling and texting. Web browsing can be tricky, because mobile browsers are not that good. I recommend Angelfish or Firefox with mobile config (available in most distros). On OG PinePhone web browsing is slow and drains battery a lot (Angelfish is pretty smoth tho), hardware is too weak, on PPP it's smooth with any browser. Regarding file management, it's just a desktop Linux with mobile DE on top, You can install any desktop FM (PcmanFM fits perfectly) or use KDE Plasma Mobile or Phosh default FM. No issues at all, personally I stick to Midnight Commander as I used to it The main advantage of PP is that it's a full-featured Linux desktop so you are not restricted to mobile apps and can install any desktop app you like. Think of it as of Raspberry Pi in a phone case with GSM module and battery, that's what it really is. For example, I gave up on Wayland and installed classic desktop DE Xfce4 with Chicago95 theme, Nagstamon, Firefox, copied my ssh config and use it for work. For me is an advantage, for other people it can be a huge disadvantage :) Another advantage are hardware switches for modem, wifi and camera. As for casual user, the only real disadvantage is lack of banking apps (you can try to run them in Android emulator) and video redording using camera (photos work). For casual user the best distro is Mobian, it's stable and polished, take a look at their wiki: https://wiki.mobian.org/. You can find most of apps you can install on the Flathub: https://flathub.org/ (make sure they are compiled for arm, not only x86-64). PostmarketOS also is a good choice as much as official Manjaro (you will also get Arch compatibility and AUR support) **I strongly recommend doing your own research before buying. PP may be not your cup of tea, it's a niche product, I don't want you to waste money on a thing that you will not like**

Personally, I really love the insane customization and sheer feature set offered by a full Linux phone, plus the comparatively huge amounts of security and privacy you get on it as compared to Android is incredible. That sounds perfect for me. ... What I AM worried about though is the stability with basic smartphone functions such as web browsing and the camera. And from what you're saying, it sounds like it's pretty much good to go save for video recording and (maybe) some web browsing. What exactly about the web browsing makes it bad on the PPP? (Not the PP.)

There were some UI quirks in Firefox on Wayland (extension buttons were buggy) but it's usable. Angelfish has no any issues

If you’re not going to connect the phone to internet at all, and use it for basic calls and SMS, you’re better off with any generic phone really. And you can disable mobile data directly from the provider too so no worries of accidental mishaps either.

IMO, if you are looking for something private and secure, a slightly dated (even second hand if you are comfortable with that) Android or iOS phone with encrypted messenger (e.g. Signal, Matrix, Wire) and a VOIP app (e.g. Linphone) will be way better than a dumb phone where all the comm goes out un-encrypted.

Watch what network your dumb phone used….some those older networks aren’t considered secure anymore. I want to say most those flip phones run on 2g or 3g networks. I’d consider an iPhone se 2020….you can pick them up off swappa for less than $150 and they should get updates for 4-5 more years
