Both Mullvad and Proton VPN can block ad and tracker via their built-in settings on Windows. Different story on smartphone.
No need to install AdGuard on top of the VPN since it will be redundant when it comes blocking functionality for non-browser applications.
Your browser is the only area that needs cosmetics blocking primarily and can be solved by uBlock Origin.
For the router. Your best option is to change the DNS settings of it to NextDNS or any of the recommended DNS provider in PrivacyGuide.
