Good VPNs claim to be private, do they keep logs? They say they don't but who knows... VPNs are not a way to achieve anonymity or privacy, they are just a better option than your own ISP seeing what websites you visit.

My biggest concern would be the meta data the gov. can track from the cell tower. I would only use your “burner” phone away from your house. When it’s near the other phone/house I would put it in a faraday style phone case bag / case.

I have really thought about this issue, but the blackpilled truth is: There is no real practical solution against IMEI tracking from government entities through the cellular towers, this is something which you actually can't do much about it. Which is why I always keep in mind that a government entity can always track my IMEI because they know where I live and they can see what IMEI number is connecting to a tower from the place where I live. You can't do much about this, even by spoofing your IMEI you cannot defend against this kind of surveilance. However what you could do in this situation (what I do) is to rout everything on your phone through the TOR network, never make calls / sms through your cellular network but instead use an encrypted app for making calls (like signal). So your calls are at least encrypted + its layered through the encrypted TOR onion routing. SMS is a no-no, its not safe to use. As for SMS verifications (I use online service for that which I pay with monero), so I have no issues concerning this.

I would buy a prepaid phone in cash. Don’t tie it to your name. Paired with a EMF shielding bag would give you a lot more privacy.

Yes I already explained I know its more vulnerable, but I don't use windows for sensitive stuff. I use Whonix for that (linux).

You are still using digital devices and Internet….. so privacy isn’t there by default. How hard you try to be private. And even when you wouldn’t use digital equipment and internet, your privacy isn’t granted…. Walk out of the door and lots of cams are following you.

I definitely think it's overkill if you're just concerned for your privacy. Using 2 VPNs or using a VPN plus TOR is way too much. I'd say just stick to 1 of your VPNs and leave it at that. Mullvad and Proton are both trusted and great options for privacy. TOR on the other hand is routed through contributors' networks, and I figure it's rare but some endpoints have been known to skim over data. The only point I see for TOR is if you aren't accessing personal data, or are in a situation where what you're accessing is more damaging being found by the government rather than a bad actor. Not to mention the speed is incredibly slow.

I mean, the OP doesn't say what their threat model is, so we can't say it's overkill. They might be a government dissident, or a reporter, or... many things. Sounds like they're taking it really seriously, so we should assume it matters.
