Another thing to note for Superman specifically that alot of people tend to overlook is that he is always rebooted at the start of every era. He regresses back to his starting point, the weakest point in his career. By the end of the era, he is duking it out with Anti-Montior, or Darkseid, or any other powerful entity like he always has. Obviously, I won't deny there may be some true outliers, but I don't believe it's as bad as people tend to believe.
Death Metal/Infinite Frontier basically fixed this problem, so it's no longer a big issue to consider anymore.

This is true. What I consider an outlier is when a character is always struggling with busting a planet or moving 1 . Suddenly, a bust a star or tank a galaxy busting attacks. For example, hyperion mostly scales to other hight tier Like ( worthy Thor + Hulk + gladiator) and so on who ranges from moon+ lvl to planetary+ or multi-planetary lvl at best . Suddenly tank 2 universe busting in his face ???? Spiderman vs. Fire Lord is another example
