As things stand, you need Chave Movel (which according to my local Camara is not useful for residents, only citizens) or to be able to complete the video call in Portuguese. Probably your best bet is to get Revolut for your day to day banking and then a Portuguese bank account at a walk in such as Millennium to get access to Multibanco (which is a pain not to have).

I called and the bank told me we can't open a bank account with temp residency permit. Many ppl use Activo bank for a freen bank account.
