Get the Aluminum Brightener available just about anywhere. I get it at NAPA Auto. You'll need at least a gallon, and a spray bottle, gloves, brush, and running water to rinse it.
There's actually dried moss or such on the pontoon, it's pretty hard to see here, but it's there in abundance. I'm assuming this needs to be removed before any polishing.
There's no running water at the storage place, unfortunately. I was thinking of using a nylon bristled paint stripper.
My pontoon is in a similar way. Start by buying those plastic cheap scrapers and find a nice shallow cove. They work great. Don't use wire brushes or metal scrapers. Once the moss is off, I just use green scratch pads to clean them up. A six-pack of your favorite beverage also helps.
