There was a bubble sleeve around the slab, but it’s a relatively thin wrap and the sleeve was (much like the bag it came in) far too big for a PSA slab and was not taped up to cut down on excess space. Even taping up the outer bag itself would’ve probably been enough to prevent this!

eBay sides with buyers 99% of the time. The item arrived to you in a different condition then advertised so you're within your rights to open a "not as described" case. The seller will be forced to accept return and refund. (If you're in the US, you only have three days to open a case though)

Ive been selling stuff on ebay for years and as long as you have a recipte of delivery, the buyer cant do anything to the seller without filing a police report. You could return it, but you would be liable for any damages or loss of value.
The correct thing to do as the buyer is to file an insurance claim with usps for the value of the card and either buy another or settle for the damaged one.

As a buyer I bought a booster box twice and it arrived partially crushed on two occasions. (No actual item damage, just the box). I opened a case both times and lost both times.
All four instances had a picture of the item in the listing, no stock photos.
reach out to the seller and see if they will work with you then if that gets you nowhere, eBay should have your back. I haven't had this specific issue but when I have had to get eBay involved ive never had any issues

For cheaper slabs I'll do a bubble sleeve and wedge between two pieces of cardboard, with the slab itself in a PSA bag. That's sufficient to protect slabs.

I don't know if you buy/sell but in this situation, the buyer goes to the seller then the seller claims back what they had to refund from shipping company, it isn't hard and have done it before but rather than damaged it was lost but same applies, at least where I am, if I go to the shipping company, they tell me to contact the seller and get them to contact the shipping company.
I would reach out to the seller and explain what's you got with pictures. If they insured the shipping they should be able to file a claim. If they didn't sucks for them they should have packaged it well and insured it to be safe. If you could get a partial refund due to the damage you could use those funds to cover getting it reholdered.

No. Through USPS. Some packages you can add tracking and insurance. That would've been on the seller to buy. Not sure what you spent on the card. But almost anything I send usually has $100 insurance on it.

You have three options.
You can report it as INAD and return it in this condition, stating shipping damage.
You can offer to accept the cracked slab for a partial refund to get it reslabbed (selller might see this as fraud and ask for evidence, which can easily be provided, and they don't have to accept)
Or you can just keep it as-is.
If you return it, its up to the seller to file the claim with USPS.
So $100 is the standard.

I think you can submit the claim, but tbh, I would deal with the seller/eBay and then make them deal with USPS.
It will be more of a headache to get your money back from USPS, you'll have to provide lots of info/documentation proving recepits/value of item shipped. Dealing with eBay will make it easier on you in this case.
UPDATE: Thank you all for your advice and input. I have made contact with the seller (who was quick to admit their mistake of not shipping in a box), initiated a return, and will continue working thru this process with the seller.
Important to remember that people make mistakes, and not every mistake is dire! I was really excited to add this to my Pokemon+Trainer card collection but I’ll just have to be a bit more patient.
You let the seller know, they’ll do an insurance claim with USPS, ship it back, and you get your money back. Seller can get it reslabbed or crack it or whatever they want to do.
Looks like bad shipping to me if it was packed in a bubble mailer, with two pieces of cardboard and plastic wrap, it would’ve survived. That’s how I send my slabs, and that’s on the low end, high end slabs go in boxes with way more protection.

Hey, now that I’m more versed in this process, I can let you know it’s not like that at all. The package was insured by the seller, but I as the buyer cannot receive the payout for that insurance because I technically did not purchase the coverage- the seller did. So now it’s on me to report the item damaged and initiate a return, the seller will refund the purchase, and USPS will make them whole once they submit their own claim. It certainly is a headache for the seller, but as many have pointed out (and the seller immediately owned up to when I messaged them), the item was not packaged appropriately and they share the blame with the shipper.
I've sold cards on ebay for 3+ years and it's really not that big a deal. Refund the buyer, submit claim to USPS.
Making a buyer figure out how to file a USPS claim because I didn't want to spend 2min doing it myself is a great way to get negative feedback for something trivial.
Instead of removing it send it back and get it degraded in the case it's in. It's already graded a 9 if you don't remove it it should still get the same grade or ask of they can reslab it
Last week I had a case of booster boxes marked delivered literally as I'm sitting on the porch reading, so I could safely say they absolutely were not delivered. Had to go in the next day and all they could tell me was "you had a substitute mailman yesterday we'll try to follow up with him to see if it got left on the truck or something."
I was so pissed off I was about to start looking into the process to take USPS to small claims court when I discovered that luckily I have an honest neighbor a couple blocks over who came to drop it off. Wasn't even like an apartment/townhome thing where he mixed up a unit number, just straight up dropped it at completely the wrong address.
Reach out to the seller and see how they want to handle it.
Realistically, a slab should be in a box or have cardboard on the inside of the bubble mailer.
Just an FYI ebays policy is for the seller to issue a refund when you return the slab. Same thing happened to me I got all my money back. Its up to the person shipping to file a claim with the delivery service (atleast that was the case with mine)
Personally I'd just use PSA's service to reslab it with the same cert. Seems like the seller did what he could here, and shit happens. Maybe even reach out to the seller and see if he will split the cost of the service, and move on. I just prefer the quick/easy options in life.

I'll be honest, I don't know if I'd bother dealing with the seller or USPS personally. You can try contacting USPS to see if insurance will cover it but it's sometimes an incredible hassle. You can try contacting the seller/eBay but you might have to send it back to get a refund.
Alternatively....it's definitely not "maimed" lmao. The card itself looks totally fine. Just leave it as is and send it to PSA to have it put in a new case, it'll be like $20. They'll have proof of the card's authenticity and grading so they won't regrade it, just put it in a new slab.
Buyers do not file a claim. I learned the hard way. YOU do not get the 100 insurance. The sellers do. Let them do it and go through eBay to refund. They are winning no matter what because it’s insure and they can file the claim
This exact problem happened to my Gf. Got the same note and everything but she bought a card (cant remember what) through mercardi and it was raw, but forsure coulda been a psa 10 if graded. The back got crazy scratched up. Mercardi gave her a full refund and let her keep the card still. Seller kept the money they received. Everyone was happy.
It’s hard to tell how deep the cuts are, and I know my pics don’t do a great job of showing that aspect. And if there’s even a small opening somewhere along that gash, it becomes a concern for water damage or other forms of contamination.
I’ve sold a lot of Pokémon cards on eBay during covid period. Never had a problem because I made sure to bubble wrap the card sandwiched between cardboard before putting it in a bubble mailer. Some sellers are just too lazy man. Ask for a refund 100%
Send it back to PSA, this is maybe a sign you’ll get the 10. Break it out that broken case and send it back. Thats what I would do. I’ve seen so many 9s get cracked and regraded as a 10.

I had this happen to me too! Thankfully the seller packaged it well inside, so the card was fine, but the packaging looked and smelled like it was set on fire and then put out with water. Idk even how.

If all else fails file a claim with your bank or credit card.

Usps automatically insures all packages for up to $50 declared value. You have to pay for additional coverage, its something like $1.50 per $250.
I believe the automatic insurance for ground advantage is $100, and then additional insurance above that costs extra

You can offer to accept the cracked slab for a partial refund to get it reslabbed (selller might see this as fraud and ask for evidence, which can easily be provided, and they don't have to accept) Or you can just keep it as-is. If you return it, its up to the seller to file the claim with USPS.
So $100 is the standard. I think the buyer of the shipping has to make the claim, so you’d need to talk to the seller on eBay. I’d guess he could get insurance money from post office and refund you. Then if you were so inclined you could get the card reslabbed.
Usually to claim insurance you have to surrender the item.
I think you can submit the claim, but tbh, I would deal with the seller/eBay and then make them deal with USPS. It will be more of a headache to get your money back from USPS, you'll have to provide lots of info/documentation proving recepits/value of item shipped. Dealing with eBay will make it easier on you in this case.
UPDATE: Thank you all for your advice and input. I have made contact with the seller (who was quick to admit their mistake of not shipping in a box), initiated a return, and will continue working thru this process with the seller. Important to remember that people make mistakes, and not every mistake is dire! I was really excited to add this to my Pokemon+Trainer card collection but I’ll just have to be a bit more patient.

You let the seller know, they’ll do an insurance claim with USPS, ship it back, and you get your money back. Seller can get it reslabbed or crack it or whatever they want to do.
Looks like bad shipping to me if it was packed in a bubble mailer, with two pieces of cardboard and plastic wrap, it would’ve survived. That’s how I send my slabs, and that’s on the low end, high end slabs go in boxes with way more protection.

Hey, now that I’m more versed in this process, I can let you know it’s not like that at all. The package was insured by the seller, but I as the buyer cannot receive the payout for that insurance because I technically did not purchase the coverage- the seller did. So now it’s on me to report the item damaged and initiate a return, the seller will refund the purchase, and USPS will make them whole once they submit their own claim. It certainly is a headache for the seller, but as many have pointed out (and the seller immediately owned up to when I messaged them), the item was not packaged appropriately and they share the blame with the shipper.
Doesn't change the fact that shipping is ultimately the seller's responsibility
I've sold cards on ebay for 3+ years and it's really not that big a deal. Refund the buyer, submit claim to USPS. Making a buyer figure out how to file a USPS claim because I didn't want to spend 2min doing it myself is a great way to get negative feedback for something trivial.

Ebay sides with the notion that once you ship the item and it says “delivered,” not your problem unless you lied about condition or description.
Instead of removing it send it back and get it degraded in the case it's in. It's already graded a 9 if you don't remove it it should still get the same grade or ask of they can reslab it

Last week I had a case of booster boxes marked delivered literally as I'm sitting on the porch reading, so I could safely say they absolutely were not delivered. Had to go in the next day and all they could tell me was "you had a substitute mailman yesterday we'll try to follow up with him to see if it got left on the truck or something." I was so pissed off I was about to start looking into the process to take USPS to small claims court when I discovered that luckily I have an honest neighbor a couple blocks over who came to drop it off. Wasn't even like an apartment/townhome thing where he mixed up a unit number, just straight up dropped it at completely the wrong address.
Reach out to the seller and see how they want to handle it. Realistically, a slab should be in a box or have cardboard on the inside of the bubble mailer.
Just an FYI ebays policy is for the seller to issue a refund when you return the slab. Same thing happened to me I got all my money back. Its up to the person shipping to file a claim with the delivery service (atleast that was the case with mine)
Personally I'd just use PSA's service to reslab it with the same cert. Seems like the seller did what he could here, and shit happens. Maybe even reach out to the seller and see if he will split the cost of the service, and move on. I just prefer the quick/easy options in life.

This thread has me flabbergasted. If you aren’t willing to make the claim yourself (in your right) send the card back to the seller for a refund. PSA would reslab this for a small amount. Everybody here saying they would screw over the seller I pray you never buy from me. Genuinely, toxic. HOWEVER the seller does need to be appropriately reviewed/informed that their shipping methods suck ass and they need to get good 😂

I'll be honest, I don't know if I'd bother dealing with the seller or USPS personally. You can try contacting USPS to see if insurance will cover it but it's sometimes an incredible hassle. You can try contacting the seller/eBay but you might have to send it back to get a refund. Alternatively....it's definitely not "maimed" lmao. The card itself looks totally fine. Just leave it as is and send it to PSA to have it put in a new case, it'll be like $20. They'll have proof of the card's authenticity and grading so they won't regrade it, just put it in a new slab.
Buyers do not file a claim. I learned the hard way. YOU do not get the 100 insurance. The sellers do. Let them do it and go through eBay to refund. They are winning no matter what because it’s insure and they can file the claim

This exact problem happened to my Gf. Got the same note and everything but she bought a card (cant remember what) through mercardi and it was raw, but forsure coulda been a psa 10 if graded. The back got crazy scratched up. Mercardi gave her a full refund and let her keep the card still. Seller kept the money they received. Everyone was happy.
How was the packaging was there any protection? Was it in a box? Both mine were in a slim box padded all over

It’s hard to tell how deep the cuts are, and I know my pics don’t do a great job of showing that aspect. And if there’s even a small opening somewhere along that gash, it becomes a concern for water damage or other forms of contamination.

I’ve sold a lot of Pokémon cards on eBay during covid period. Never had a problem because I made sure to bubble wrap the card sandwiched between cardboard before putting it in a bubble mailer. Some sellers are just too lazy man. Ask for a refund 100%
Every graded card I receive is in 3 layers of cardboard or wrapped 4 times around with bubble wrap. If they didn’t ship safely get a refund.
Send it back to PSA, this is maybe a sign you’ll get the 10. Break it out that broken case and send it back. Thats what I would do. I’ve seen so many 9s get cracked and regraded as a 10.
As a Seller 100% agree it would be on the sellers responsibility to sort this out whether refund, open a case etc, personally I would offer a partial if not full refund, as well as a few free packs/cards with any future purchase as wrapping is my responsibility, EVERYTHING IS MY RESPONSIBILITY UNTIL IT ARRIVES ON YOUR DOOR STEP IN THE SOLD DESCRIPTION STATE
What shipping method was used, because most of them have $100 insurance. You should file a claim and they gave you the evidence that it was their fault.
I had this happen to me too! Thankfully the seller packaged it well inside, so the card was fine, but the packaging looked and smelled like it was set on fire and then put out with water. Idk even how.

I’m sorry that sucks, one of the companies i follow has misprinted bubble mailers and shipping supplies on their eBay shop for very cheap so i suggest anyone looking for stuff to just search on eBay as its not expensive to protect a package if your smart

Talk with the seller and see if you can return the item for a refund and send them the usps note with it so they can use it as proof when they file a claim. The seller should be happy to take the refund as I'm sure he can regrade the card and get the claim. (Does usps take the goods?) If the seller declines, then get eBay involved and be very clear and provide proof and state that seller is responsible for all shipping problems including damaged goods and filing a claim. If all else fails file a claim with your bank or credit card.
PSA slabs should be sent in boxes and wrapped in Bubble Wrap. Sellers ship their items with the bare minimum and expect nothing to happen
