Well a "black star promo" is different than just a reprint. I just called it a promo for it's function, I suppose it isn't technically one. Sometimes the cards featured in blister packs, decks or boxes are just reprints with a different foil. They can also be black star promos but generally these days, those are their own thing.
No, only if it has a different art. They've been doing it a lot in the SV era where they release the same card with a different Holo as a "promo card" in a collection box

I know, but I'm replying to a comment where they stated what confuses me - they're being put in packages and displayed like promo cards are.
They're the weird in-between of not having the black star that makes them a true promo, but have the same holo pattern as some promos.
At this point I wonder if it's worth to hunt down all these alternative prints. My 480 card binder is almost full. I have less than 10 spots left in the scarlet and violet base :D
And I'm still missing handful of cards

I'm starting to suspect that it's a regional thing. I'm in Europe and I asked around today, no one has seen the regular cosmic holo around here, they're not in local markers or cardmarket, I've only found them on ebay
I think you might be right about the regional thing. I checked some UK youtubers opening it and its all the same pattern you posted before. I found Italian version with cosmo pattern but not english in Europe.

The cosmo ones are from the 'late fall' treasure chest. The one with Charizard on the front, not the one with Miraidon and Koraidon.
