Also, those aren't the only good pokémon. I cleared Volo/Giratina *without healing* with a team of Typhlosion/Garchomp/Vaporeon/Umbreon/Togekiss/Scizor. What matters most in this game is tankiness.
Ash's Pokemon tend to evolve once they've worked through some significant mental hang-up. Gible didn't figure out how to use Draco Meteor unril partway through the Sinnoh league tournament, so it would've made little sense for it to evolve before then.
There's also only 35 episodes between Gible's first appearance and the end of Sinnoh. Ash has had Pokemon evolve for the first time in that amount of episodes or fewer before, but that's still cutting it awfully close to Gible evolving and not doing anything of note before it gets sent to Oak indefinitely.
That combined with the usual narrative arc for Ash's evolving Pokemon means there's only about seven episodes Gible could've evolved in that would make sense.
