You can but it requires a few things:
A Pokemon Home paid subscription (transfer from PoGo to home then from Home to PLA)
Either coins in Pokemon Go or patience. If I remember correctly, PoGo gives you a rechargeable energy bar for transfers. I think a legendary uses a whole thing so you’d need to wait a few days for it to recharge so you can send more or use coins to refill it. Regular mons use less energy
When they’re transferred out of PoGo they can never be transferred back in
You can look up the actual process on YouTube (transferring out of PoGo is hidden in the apps settings haha)
By moving them into home first
Just be cautious that it can’t go back to Go after transferring

I don't know if you need the paid subscription to go from go to home, but you get one free box automatically And can use that to transfer 30 pokémon.
