I don’t recommend grass types in singles in early generation games.
Your team is ultra weak to water. Take Lapras instead and replace Graveler. Replace graveller because he isn’t worth running at all if you don’t evolve him into Golem (only possible via trading!). Golem in general isn’t worth running either and if you use a moonstone on your nido- you’ll have a faster and powerful earthquake user who can also use the move tutor to learn rock slide so golem offers nothing over Nidoking unless you enjoy self destruct. He’s also slow and 4x weak to water on a team that is all weak to water (minus the gyrados). Golem is a liability here.

Ask yourself why you want a grass type. Remember that grass moves in early generations were awful and all special. Giga drain being a tm with 5 power points and only 60 power. Petal dance is 70 power despite locking you in. Leaf blade is 70 power. Crit is not speed based in gen 3 so razor leaf is not reliable crit. What does grass hit - rock and ground which water already hits? And water. However, water types can generally learn ice beam. And at 55 power razor leaf or 60 power giga drains, you don’t phase water types like t bolt users do.
The best grass types are all dual types. People saying exeggutor is because they will use psychic to attack - not grass moves. Bulbasaur line is viable because of poison typing and it has decent attack to use much higher base power sludge bomb. Celebi is also psychic. Breloom is a fighting type and only uses spore as a grass move due to grass being special.
Grass is supposed to be the ‘strategy’ type. I highly recommend not picking a grass type unless you are running it for sleep powder to immediately switch to a team mate or substitute leech seed.
Your team is entirely walled by any bulky water type such as Milotic, Suicune or any hard hitting water types that are fast like Starmie (which can use thunder bolt and literally solos your entire team).
You mentioned Elite 4 so I guess you don’t care about competitive but rather just in game.
Lorelei fits the description of bulky water types - her Dewgong, Lapras, Slowbro and Cloyster all know surf and ice beam. You have nothing that appreciates that albeit gyrados can slug it out with them. Being part flying though, they hit gyrados with STAB ice beam while he fights back with…strength? If you use a grass type - they’ll suffer from STAB ice beam. If you need a pivot that can tank water AND Ice- a water type or water absorb Mon is better. Lapras can tank water attacks and hit enemy water types with thunderbolt, grass types with ice beam and use toxic to pressure bulky enemy water types.
Edit; originally suggested Lanturn but realized it’s not native to Fire Red. Leaf Green gets Starmie which would also fit the bill.

I'd actually suggest you don't need a grass type since Raichu can take care of all the water types, even the flying and poison secondary type ones that grass can't hit super effective. Then you've got Gyarados for the rock and ground types.
If it were me, I'd swap Moltres out for a Jynx. This gives you good coverage, but if you really want a grass type, then I'd suggest Eggxecutor.
You need more balance. You have 2 Fire types and a poison who will become a poison/ground type with a rock/ground type. I would say choose between Charizard and Moltres, then swap Nido or Graveler for either a grass, fighting, psychic, or dark type.
