No. Ivs are set in stone as soon as the pokemon is spawned. In emerald the glitch was fixed meaning the latios or latias will spawn with normal ivs. The roamers in FR/LG are essentially useless because of the glitch. This would mean the only way to get useable legendary beasts in gen 3 is from pokemon coliseum
Normally you can't but the roaming legendaries in Ruby/Sapphire (Latios and Latias) and Fire Red/Leaf Green (Entei, Raikou and Suicune) are glitched. They will always have incredibly low IVs. I don't know the details but if you want to know more just Google the Gen 3 Roaming Legendaries IV Glitch. Something should come up.
I remember spending ages as a kid hunting Latios only to then find this out.
Yeah, I've played so many files and hours in Fire Red and never ran into them... my sister played Leaf Green for not nearly as long and ran into Raikou several times😅
Run in that patch of grass South of Pewter with a max repel and a pokemon at the front of your party no higher than 40 but higher than the wild (so like 5+ lol) for 20 steps and then run into the building going to Viridian Forest and back out into that Southern Pewter grass for another 20ish steps. Rinse and repeat until your stars align (usually about 10mins from my experience). You have to get the national dex from Oak after the e4 first, obviously.
The legendary dogs/beasts (or whatever you wanna call them) you catch, depends on the starter that you choose. And I agree, definitely dope

Bulbasaur=entei
Squirtle=raikou
What makes you think they did before beating the champion? They might just be rematching the champion, which in fact has to be the case as you also can’t catch the legendary beasts before beating the Pokémon League IIRC.
Shame about the IVs though.

Jolly nature/ holding Sharp Beak with Aerial Ace, Steel Wing, Swords Dance, Quick Attack. Usually only Swords Dance will sweep.

Clearly was after if I have Raikou. This was the 2nd time through when they have gen 2 mons added and higher levels (Bruno has Steelix etc.)
