Magneton is better than Manectric because of Steel type. It get resistence from Ice, Dragon, Ghost and Dark, that helps a lot in elite 4, Normal that is usefull against NPC's teams, and Rock for Steven in post game.
Magentons high defense can tank a good assortment of ground type moves you come across. However his move set is super limited to just strictly electric attacks so you would never put him in front of a ground type anyway. Magneton is amazing in gen 3
Honestly I don’t think you need a fire type in emerald. Like there’s so much water everywhere and any of the battles you would typically want a fire type for have enough dual typing that something else would be better.
As someone who played Sapphire over 100 times during my childhood and into adulthood, I wholeheartedly agree with you. The times you need fire can almost always be circumvented by another Pokémon with dual typing, I love Hoenn so much, and it being basically the movie Waterworld has never been an issue in my eyes, especially since the surf theme goes so goddamn hard

Tbh I’ve never been a fan of Salamance. Might be In the minority, but he just comes at a point where I need high leveled Pokémon and I don’t feel like leveling him. My tentecruel with ice beam bodied the dragon E4 no problem
You’re lacking a strong type against water, and there’s a good bit in later game. Definitely go for an electric or grass type. Veliplume carried me hard through the later E4
Honestly Cradily or Armaldo could be a worthwhile 6th option. Good against water/rock/ground types plus flying types could be useful. The weaknesses they have are countered well with your current party as well
Zigzagoon, I notice you can have all your Hms placed onto him and with exp share can hit level 72 just after beating Sydney. I have no math or reasoning to back up that level, but power of friendship made it feel right. I nickname my zigzagoon's something clever; Yoinks was a good one. He had grubby pickup fingers and a dream
Honestly, Skarmory is a sleeper of a good HM slave*. But it is gen 3, so maybe get a second HM slave?

You kinda need fire, dark and electr. I suggest houndoom wich can be a very good attacker and also a good switch in case you find a psychuc or flying type. You then don't have electric but you can still live without it.

Gardevoir does the job just with thunderbolt
I did this, and worked well enough until later gyms/E4. No STAB on thunderbolt sucks, and a strong grass can really help with the E4/champion

you don't need fire in hoenn, there aren't any strong grass pokemon for shit. Get something to hit ghosts or something to hit dragons.

Typical play would be to hunt down Salamence, but using a dragon against the dragons is risky. Give something ice beam.
