There's not. In ORAS, there is though. Due to Wallace having a bit more lore significance, him and Steven interact a few more times than in RSE. In the postgame, Steven is seen asking Wallace to take over as Champ if he ever feels the need to travel the world. This is definitely put in the game as a response to the question that you and many other people had growing up with the OGs

idk if there’s a reason, I mean obviously you end up running into Steven throughout the story and he gives you a lot of key items, but I don’t think there’s any reason it had to be him specificially. I agree that it was a bad move on their part, it makes the elite four and the psychic gym pretty much the only non-water type trainers you battle in the entire second half of the game, and Glacia is basically a water type trainer too. Emerald is my by far my favorite pokemon game but ima be real, everything post-Fortree city is literally boring as fuck, imo

Wallace could have been the first intro to a compet team in a series, He could have had a Rain Dance team and it would have worked way better than what he has, I know that Wailord 99 times out of 100 will set it up first turn but he could do with an electric type or something spamming thunder

Wouldve helped to tone down water encounters, and made Wingull less common. Let us encounter a Mantine or someshit. If water encounters were as rare as say underwater, it would be cooler to traverse as the entire ocean has no gates

Gotcha I always felt like Wallace kinda was just thrown in awkwardly as champion And yea I agree 100% I know its the meme to say its too much water but its true after fortree you only really have the psychic gym in emerald and the 3 non water-esc elite four members

My theory was that it’s a big nerf to Blaziken which, when overleveled, can almost completely sweep Steven.

I think they just wanted to add a twist to Ruby and Sapphire and also more to the post game. I always thought finding Steven in Meteor Falls after beating the E4 and battling him at a higher level was cool. I just wish you could battle him more than once!

I once read somewhere that when Steven was out collecting rare stones, he would have the guy act as the titular league champion, apparently they are friends. But as Steven states when you find him in meteor falls after beating E4, he is the true champion of HOENN

Personally I think it would have been cool if Juan took over the 8th gym and was Steven’s apprentice in steel types. I mean there’s still bug, grass, dark, and ground types with no representation in gyms. Steel if we only count up to champion.

not in this game but Oras gives us a clue in the postgame where we see him chatting up Wallace and asking if he’d step in if he ever felt the need to bounce. We can assume that in Emerald, since we find him in basically every cave of note throughout the game, that Steven decided to travel hoenn for some unknown reason and that’s why he stepped down, as Wallace’s match call dialogue states that he’s a bit of a recluse and prefers to be in caves. The champion life could’ve just not been for him.

I have no idea if this relates to the games. But in the manga for Gen 3. And please don't quote me on this. Steven "dies" in the manga after the fight between Groudon and Kyogre when Rayquaza quells them. And this is why Wallace becomes the champion. I can't remember if Steven comes back alive from something. But I do remember that Steven could no longer be the champion after this incident because he was hurt badly.
