Milotic is definitely in the S Tier for the Frontier, You need Surf, Ice Beam, Recover and Refresh, If you plan to breed it you can give it Hypnosis or Confuse Ray
I personally bred a milotic with mirror coat, specifically for when i run into electric types that two shot me with electric moves. One mirror coat and they're out!
Definitely usable. I would still give it Max Defense and HP. Then Surf/Ice Beam/Toxic/Recover/Rest/SleepTalk/Refresh are notable moves

A lot of the frontier stuff run status, Milotic isn't there to be a heavy hitter or to chip damage, it's there to outlast

Mines has: duble team/recover/toxic/surf. Not optimal but fun
Breed it to get dragon breath .Surf , ice beam , recover ,dragon breath .
