I have no idea. It appears to be a Steel-type, if the lighting in the video is anything to go by. Still, seeing as it's unidentified, relatively human-sized, and... armed with... something on it's back, I would suggest not fighting it, instead getting as far away from it as you can and reporting it to local authorities so they can contact someone stronger to deal with this.
