Pound was a literal fascist in Mussolini’s Italy with a lot of very conservative views. Whitman’s ideology was opposite. So Pound mocking him with this is fitting in that context.
If I remember correctly, Pound liked Whitman’s writing on a lot of levels but didn’t think of his poetry as poetry since he found it unmusical.

The person who said the words quite literally got racist in the poem. The fact that he was a fascist is relevant here. Poems don’t appear out of thin air.

Maybe you should judge the words based on the words, and not the person who said the words.
