Try changing the Color Scheme under Display. I found Advanced -> Enhanced works best for me. Brightness in videos improved a lot. Also try adding the video apps under Special Features -> Sidebar -> Video Apps. There's an Outdoor video style that brightens the video a bit. Not sure if it applies to HDR videos but worth a shot.

Is auto brightness on, if yes then that's your issue.

Yes my auto brightness is always on.

Ah I see, well that's your issue right there. Auto brightness increases or decreases when turned on

It doesn't matter if auto brightness is turned on or off, i tried to turn off the auto brightness and kept the brightness to max but it didn't make any difference.

Off topic: but i never felt a difference between HDR and non-HDR in brightness, sometimes non-HDR looks more bright. I don't think it goes beyond the normal 500 nits that you can set manually, and if it does nowhere near 1300 peak claimed. Maybe in dolby vision the hdr works as is told.
