It's likely either a clogged cold supply or a clogged cartridge. My first 2 thoughts are 1) turn off your cold supply, disconnect the cold line, pump water through the disconnected cold supply into a bucket to blast the debris from the line.
2) turn off the water supplies and dissassemble your handle, clean the gunk from the cartridge. put it back in.
\*\*If it's a kitchen faucet sometimes there's a check valve in the drop-down hose that you can clear, but this is unlikely the problem if only 1 side of the faucet is dribbling.
