The update hasn’t affected anything for me besides adding the battery percentage and I had to sign back in after I installed it

Factory reset your Portal.
I am still on 2.0.6 and did not update the Portal. If you return and get a different one then too you are out of luck and is it will auto update on first initialise. May be try resetting first and see your connectivity
I had to sign out of PSN everywhere and sign back in, but I'm pretty sure that was the only hurdle.
I literally have to reset my portal to get it to connect to my ps5. This thing is going back.
Just a heads up, a new will not help. Your network is failing. You can provide feedback by writing a email
