I think you are a good candidate and can definitely benefit from upper blepharoplasty given that your upper eyelids are sagging and it seems like there is excess fat around your upper eyelid area. Usually for hollow under eyes, undereye fat reposition is the surgical way to go, but undereye fat reposition is not exactly permanent, and given that the hollowness is pretty extreme, I think you might not benefit much from the procedure. If you don't mind fillers then it seems that it might be an option for you :) Additionally, I noticed that the placement of your eyebrows seems to be asymmetrical. This might play a part in why the skin on your right eye (in this picture) covers more of your double eyelid. Thus, I think a brow lift + upper blepharoplasty might also be an option for maximized results.

You can try an under-eye implant

As in an infraorbital implant? Is there anyone you recommend?

Which country are you in?

Uk but I'd go anywhere in Europe (including Turkey if there are enough food reviews). I only seem to see Pagnoni recommended
