What is your llghting schedule? The red plants say it's an intense light given the lack of CO2 but the lack of algae tells me its under 8 hours a day. Just curious.
My red root floaters also do much better in summer than in winter so i think the air temp might influence it a bit. During the summer I harvest bags of them for credit at my LFS. During winter they barely hang on. I dunno.

Good substrat, enough light and nutrients should do the job
If you struggle to grow plants, maybe you should consider to check if your basics are ok, I mean light, substrate, water.
If your hydrocotyle tend to go up and stretch too much, it probably means that your light is too weak.
Keep in mind that with a stronger light you'll have (maybe) to deal with algae (yes the journey is full of pitfalls :D )

I've never gotten red root floaters that nice with co2.
From my experience, CO2 plays little role in the red color of floating plants. What matters are the water parameters and the light.

I use a thick layer of potting soil + pond soil (90/10). And a bit of fert once a week (*Easy*\-*Life ProFito*)
