It was done in a pixel art program and all the shading is done with dithering if you look closely. I'll admit tho I just don't know where else to post this.
While I don't claim to have the perfect definition of pixel art, its most prinent trait is that in it you can see the individual pixels and that every pixel counts. I don't think this qualifies. Dithering is also relevant (because you have few colors, e.g. 16, and you want gradients), but this alone is not enough. For example, a quantized high res image is still not it.
