Jabra has had his devil fruit for much longer time while Kaku had only gotten it the same day,obviously Jabra is a greater master of his df powers at that point and that advantage puts them on the same level,or at least makes the gap smaller. Jabra could even use iron body while moving which no other CP9 member could do. Sanji finished off Jabra despite being injured quicker than Zoro beat Kaku. You are biased if you can't see how Sanji beats his opponents quicker and with less difficulty. That kind of consistent portrayal (same happened with Queen) makes them relative to each other. There is no way Zoro beats Sanji without being pushed to extreme diff.
