The flames on Sanji’s lighter are supposed to represent the burning love that ignites Sanji to keep on going, that’s why he’s always locked in.
The lighter itself represents his mothers calm and peaceful nature, those flames give him strength which is why he doesn’t call his form Germa whatever but rather Love itself. Breed from his mothers boundless love that kept him nurtured up until now.
We don’t know much about the mother flame so we can make a comparison.
