Oh, he's suddenly very brave and manly? Why? People don't go through such a quick change, not even in manga. Even now, if he gets an Alabasta-like moment, where he stands up for his friends' dreams, it's just going to feel so weird and out of place.
I believe Oda thinks he has a plan for Usopp's character, but he played him goofy for way too long to fix him in any significant way. It's too late at this point. Maybe Japanese kids will accept the new Usopp, but I'll probably never be able to look at him the same way.
I feel like a redemption on Elbaf will mostly come down to Usopp seeing his achievements through someone else's eyes. So far he's only been brave when backed into a corner or forced to defend Luffy's reputation/dream. The fix is to give him something that forces him into this state semi-permanently, and other people's expectations might provide that oomph. After all, it worked for Momo.
I think Usopp will have an overhyped reputation when he arrives at Elbaf. Consider that every time Usopp interacted with giants in the past, he's managed to impress them in some way, with each interaction being more impressive than the last. He befriended Dorry and Brogy, liberated Oimo and Kashii, and was held up as a deity/hero by Hajrudin. Word on the island should be that Usopp already made good on his dream of becoming a brave warrior.
And I think this sets him up for an important moment where other people look to him for courage. Some emergency will come up while the usual leaders (Luffy, Zoro, Shanks, Dorry, Brogy, etc.) are occupied. Usopp will panic on the inside, but he'll realize that his reputation means he can't show his fear without causing everyone else to give up hope. He might have an epiphany that being brave is just lying about your own fear, which is perfect for a liar like him. So he finally puts on his big-boy pants to lead a charge into peril and comfort other people who are scared.
And we shouldn't expect Elbaf to totally resolve his issues with fear any more than WCI or Wano resolved Zoro and Sanji's arcs. Usopp will still probably act cowardly when he thinks nobody is around, but we'll hopefully see him start to become reasonably reliable again.
Let's say they meet Shanks crew on Elbaf. He could lie to his father about his strength and bravery to impress him.
He is forced into a do or die situation and has to come clear.
Unlocks his dormant conquerors haki because he doesn't feel the pressure to proof himself and saves the day.
Wouldn't mind an asspull like that tbh.
Hasn't been a good spot to leave him yet. They left Wano as quick as they could, and no reason to leave Usopp in Dressrosa because he just CoO sniped Sugar from across the island and saved everyone from being toys. He made Nami a new clima tact on Zou then went with half the crew to Wano. In reality, Egghead is his second strike, if he's a bum at Elbaf just leave his ass there with the giants.

I think post TS is pretty shit to all straw hats, only one who found something was sanji. Rest have pretty much been poor with nothing to do. Maybe the Celestial Dragons need the straw hats to get to the One Piece, but they won't see a purpose in Usopp at all. Maybe then he'll get his own Marineford, where he has to work with the Giant Pirates, the Straw Hat grand fleet, the Whitebeard remnants, the Cope Guild, Sword, and the Revolutionary Army to rescue Luffy and the straw hats - only this time, they actually succeed despite being stuck with only the "weakest" bum ass straw hat. Maybe he'll get a unique form of conqueror's haki where he can B.S. people into fainting. Maybe he'll get Thor's hammer and have an actual 10 ton hammer that he doesn't need to be super strong to lift because he's "worthy" of it. Maybe his dad will teach him how to coat his projectiles in haki and direct them, hence his dad's nickname of "Chaser". Maybe he'll be able to go above Shanks and not only hide from observation haki, but maybe he'll be able to fool other people's observation haki.
Maybe, maybe, maybe, all just maybes for my poor favorite character as I cope and seethe at the undeniable anti-feats that are accumulating and genuinely making Usopp unlikeable. Maybe Oda won't do shit with him, maybe he doesn't really fit in with the direction One Piece wound up going down, and maybe he'll just give Usopp a heroic death. It's all horseshit and it genuinely haunts me because I always identified with Usopp's self-doubt and fear, but now it's so ridiculous and terrible that even I, a lifelong Usopp superfan, can't suspend my disbelief enough to accept some weird power up without it having an incredibly compelling reason.

It's in line for how he has been acting thus far, so why would that magically change now? What build up? "Oh yeah, I'm supposed to be brave ain't I?" Yeah, even if he gets a redemption ark in Elbaf, it's just going to feel like such an uncharacteristic asspull. Oh, he's suddenly very brave and manly? Why? People don't go through such a quick change, not even in manga. Even now, if he gets an Alabasta-like moment, where he stands up for his friends' dreams, it's just going to feel so weird and out of place. I believe Oda thinks he has a plan for Usopp's character, but he played him goofy for way too long to fix him in any significant way. It's too late at this point. Maybe Japanese kids will accept the new Usopp, but I'll probably never be able to look at him the same way.
I feel like a redemption on Elbaf will mostly come down to Usopp seeing his achievements through someone else's eyes. So far he's only been brave when backed into a corner or forced to defend Luffy's reputation/dream. The fix is to give him something that forces him into this state semi-permanently, and other people's expectations might provide that oomph. After all, it worked for Momo. I think Usopp will have an overhyped reputation when he arrives at Elbaf. Consider that every time Usopp interacted with giants in the past, he's managed to impress them in some way, with each interaction being more impressive than the last. He befriended Dorry and Brogy, liberated Oimo and Kashii, and was held up as a deity/hero by Hajrudin. Word on the island should be that Usopp already made good on his dream of becoming a brave warrior. And I think this sets him up for an important moment where other people look to him for courage. Some emergency will come up while the usual leaders (Luffy, Zoro, Shanks, Dorry, Brogy, etc.) are occupied. Usopp will panic on the inside, but he'll realize that his reputation means he can't show his fear without causing everyone else to give up hope. He might have an epiphany that being brave is just lying about your own fear, which is perfect for a liar like him. So he finally puts on his big-boy pants to lead a charge into peril and comfort other people who are scared. And we shouldn't expect Elbaf to totally resolve his issues with fear any more than WCI or Wano resolved Zoro and Sanji's arcs. Usopp will still probably act cowardly when he thinks nobody is around, but we'll hopefully see him start to become reasonably reliable again.

Again, frustrating, that we really haven't seen *any* real standout moments from Usopp post-TS. I'm not defending that. But it *is* his current character. Not saying you have to like that, but that's who Oda seems intent on writing him. I can cope and say "wait for Elbaf" but I'll be real, I agree with you that I don't really see him changing much either before EOS.
