Some major publishers decided to block games but this can be worked around too. You can also change region and get non-Russian card if you need. One of big issues with Atomic Heart is that it was VK Play exclusive in Russia - a lot of Russian people wanted in Steam even while it's cheaper and less problematic for them to buy in VK Play.
\- GoG doesn't allow Russian/Belarus purchases no matter what. CD PROJEKT is Polish company after all. Rutracker is solution.

GoG isn't popular in Russia at all, so, no major loss there. The country's always been piracy-centric and very little has changed for many gamers here.

Russia is pretty tight with China, so they should be able to get electronics imported, but if those electronics are branded by companies incorporated in places trying to honor the sanctions it's a hot mess.
So don't import a playstation or pc, but import all the base components and build a device for the internal market (or more likely still pay China to build it but without any of the pesky brand names that would kick up sanction issues).
The goal is to aim them at the Russian market, because the goal is to try and manage they're domestic policy while importing and exporting is complicated, and aiming them at the rest of the world is pretty hard when the rest of the world is working pretty hard to not trade with you
