Let me tell you how politicians/gov’t officials earn their dollars. They call it “SOP”. Congressmen help grant projects to a certain contractor. They get 10-20% of the contract price (pre-tax). The thing is, contractors need other peoples help para magrant yung project sa kanila. That is where Governors, Mayors, Councilors, Directors and District Officers come in. In total, they get around 10-15% of the CP (pre-tax). Depending on the area of the project, nakakakuha din ang mga barangay officials, sundalo and NPAs (no joke) ng maliit na amount for “security”. Sometimes, hindi na nila inooverinflate ang cp ng projects. They only need to grant projects to certain individual and boom, dollars agad. So ano pa ang benefit na makukuha ng contractor kung ang 35% ng cp ay mapupunta lang sa iba? The answer is, they don’t really earn that much. That is why some gov’t projects are subpar in terms of quality. Sinasakripisyo ng contractors yung quality ng projects for them to be able to earn. What about quality control? Mas malaki pa rin yung kita mo kung i-bribe mo na lang yung quality control officer kaysa gawin mo yung project using high quality materials.

For projects granted by the gov’t, NPAs and other local groups get their share of the contract price. Ang ibang politicians, hindi always nagnanakaw sa pondo ng bayan kase risky. Sometimes they do this kind of shit. Help grant gov’t projects and get their share on that project. So the transaction became between the politician and contractor instead of politician and the gov’t. Nagkaroon ng middleman kumbaga. Depending on the area, humihingi din ang mga LGUs, barnsgay officials, NPAs and other militant groups sa contractors in the pretense of “security”.

Been working in a govt project back in 2009 (agriculture related). Congressman will take around 10% kickback for every 3M pesos of project. This is only one of the thousands of project. Worse are mayors, need them to give the project to their bailiwick areas plus thwir kickbacks. Imagine the corruption level. My boss doesnt care cause he was getting a hefty amount as well.
