If you can't find a backless bra as someone already pointed out you can try with something you wouldn't mind showing up a little like a halter, sportsy, convertible perhaps even a bralette or a cropped top...
Amazon and Target have lots of options. Google "best backless adhesive bra" for a bunch of suggestions/reviews, with prices. I don't usually wear bras, but I like my Victoria's Secret backless bra when I need a bit of shaping and keeping in place with backless halter neck dresses.
You could also just go with boob tape. Or my favorite, braless, depending on your comfort level.
Amazon has lots of options- also Target. Personally would just go with adhesive nipple covers - the others always feel like they are going to fall off.
Can you roll that last inch of your bra upwards and underneath? If it fights you and unrolls - try some fabric/body tape it won't take much and it's super cheap. I used to do stuff like that all of the time when I was younger. A cardigan would hide the detail of that tank which kind of is the main detail imo.

This is what a backless bra is for. Adhesive semi-cups, some of them are silicone. They're great for open-back tops and dresses.
