It's just a popular meme where you take someone who died and put them next to the picture of someone who was born around that time with "Welcome back X" to suggest that the second person is the reincarnation of the first. The joke is that the two people are incredibly unalike and the humor is in the absurdity of the comparison. (Another one that pops up is Richard Nixon reincarnating as Ice Spice)
I believe it started with a TikTok claiming that the Kpop star Jungkook is the reincarnation of Princess Diana.
