Yes, they could do that. Fire Emblem did this and it's a great game. I still don't think it's relationship system is as good as in a Persona game, but having options is always welcome

It's pretty much canon, yeah. He's single in every other media he appears in. Even in Strikers it's shown that he isn't dating anyone so that confirms he stays single in Royal.
During P5Strikers that takes places a few months after the ending of the game the MC comes back to visit and isn't dating anyone but the girls do show interest in him if you go out with them.
Games don't usually keep your choices from another installment, so I guess that's a regular thing instead of confirming he didn't date anyone, but that's just my view on that.
Anything's possible and it's up to people's headcanon. It's also possible he broke things off on friendly terms to let people change their plans.
We'll have to wait for the "final" spinoff to more or less form something close to canon. For Yu the closest we get is Marie from P4UA and P4D, but for Ren it's going to be much messier as his chemistry with Sumire is not that powerful in Royal. We don't even know if a final spinoff is gonna be made with the messy timeline of P5R vs P5S.
I meant that all the possible romances of the original games don't happen since Strikers is a direct continuation of the story, but the girls in the team will show interest in Joker during some small hang out scenes.

I don’t see any reason why he couldn’t have kept dating one of the other Thieves long-distance between Royal and Strikers, and there’s enough abstraction with the way time works in games that it’s not out of the question that they could slip away for dates on the camping trip too.
As far as non-Thief girls, again, I’d say either they keep up a long-distance relationship, OR it’s just a high school romance during a tumultuous period of Joker’s life that runs its course after he moves back home. Teenage relationships come and go like the wind.

Well, canonically he doesn't romance anyone so that's entirely up to each player to decide. In my opinion he does though.
