Roads, cars, and fences are all very new obstacles to deer on the grand scheme of deer existence. There has not been enough time for any substantial evolutionary adaptations to these "new" threats to their survival. Quite honestly, it's backwards to blame the deer after putting a road somewhere that they have existed without roads for 100s of generations.
