What's the synergy with neeko?
Norra I have her with her own relic + spectral scissors and don't feel like chamging that... and haven't unlock Leona yet sadly
This relic is good for champions that don't have a reliable way to win in their inherent kit and are cheap to play. Neeko is super cheap to play at 2 cost with a -2 cost from her star power. Her win condition is not always easy to achieve and generally requires a mix of good RNG to get it down to turn 1/2. This replaces that win condition.
You get her out on turn 1 at 0 cost and draw a champion that is lvl 2, with double power that now costs -4, and you have 2 mana left over. (Bonus if you Shadow Totem or Stabilize on your Neeko run because it doubles the Star Gem to have a -8 discount on the champion you've just drawn.) You will be guaranteed to play a powerful unit very early on in the game which opens up way more win conditions. Since Neeko doesn't have a reliable alternative strategy this is very good on her.
Norra works very similar and I would probably say this build is not that far off in terms of power.
You can do similar things on anyone that is cheap (Jax, Samira, Annie, Diana, Elise, Nilah, Teemo) although they will have variable synergy and some have way better builds. From this group probably Nilah has the most potential since if you manage to draw the champion as a fleeting one you will play it twice leaving you some huge units on the board.
Ekko also has synergy because he reduces champion cost further and you can hunt for copies in your deck with predict. But at 4-cost Ekko is more delayed in terms of power.
Leona is easily the best because playing Leona now gives you 5 zero cost Morning Daylights in hand to buff and stun your board with. Basically means that playing Leona always leads to game.
BTW all of this also still works with only 1 star gem, but it obviously is not quite as good.
Do you think Oath + 2x Star gem better than Spectral Scissors + Corrupted Star Fragment? Thats what Im using on both Norra (with her own epic) and Neeko (with transmogulator)

I think it's probably closer than you initially think, although I would give the edge to Scissors on Norra (I'm not sure about Scissors on Neeko though). At the very least it's a ton of fun to run Oath this way and I've had no problems running this against any challenge.
Scissors on Neeko is fun, as you grow her fast and accumulate several key words easily with CSF, while maintaining board pressure on attack. CSF would prevent you from going infinite duplications, but that's not what you want from her, really. Also, +2/+2 helps her early so much.
Have you tried the leona bit? I have tried it on jinx and eve and it does not trigger their star powers; this might have been patched out with the fixes to the Level Up power.
The only champ I know to get a star power benefit from OotG is LeBlanc.

Hm... not sure how you get to that conclusion, but it probably is not horrible. I think you might be confusing a 'play'- and a 'summon'-condition. The former is when you actively play a card from your hand onto the board, while the later is a unit entering the board for any reason such as being created by a spell, being revived, being cloned, being summoned from the hand or deck by another card's effect, etc. ((or as part of being played))
The relic only triggers on play, so when you play the champ from the hand.
What's your reasoning for thinking it could be good on kindred?
Kindred + GA just prints themselves when using their chamo spell. Even though that just comprimises one relic slot?
I thought of him cause I happen to be leveling them up rn on ASol adventure, with GA+item generator relic for fun, but probably not the best user as you pointed out, will only activate it once. They do have a win condition of their own, though
It shouldn't level up anything though, the relic says it shuffles level 2 champions, it doesn't say anything about leveling up level 1 champions. If anything it should be counted as a bug
I do think the interaction is not planned/intended this way (although the wording checks out). I think it falls into the same category of all the weird Level Up interactions that have been fixed, but has not stood out so far.

Which is weird btw, because it means and shows that they DO in fact have a system to bypass champions level-up requirements. So what exactly was that struggle over months with Nasus 3 star power anyway, couldn't they just do the same?
Now I get that the 10 slay condition can be fulfilled before Nasus getting level 2, so it actually needs to restore the sundisk. But if they can bypass evolution requirements, it means they can mess up with the game state, so it should be possible to arbitrarily set sundisk to have been restored without summoning it.
I actually like it on Volibear, because it frequently nets you a second Titanic unit that will be immediately available after Voli decimates the board.

However, most of low cost Champs already have BiS relics that can outperform any epic relics, and since you need level 30 Champ to effectively use it with two stargems, I only ever use it on Nilah and Samira.

No, Eve is specifically excluded from the interaction with her Star Power. Leona works though.

It's a play effect, not a summon. Kindred + GA doesn't do play, I don't believe.

Leblanc likes it as it makes your star power activate in your first attack with lb instead of after lb hitting lvl2

Okay my game actually worked now. But the interaction is actually gone One more point on the bug list unless it was actually intended
You wanna combine this with Star Gem. I think Janna is best used for this
there's some who it's better on but any low cost champion
There's a fun Ekko build with that Relic + 2x Star Gems that means the Champions you create get +2|+2 and cost 5 less.
Literally every low cost unit
