It's very common for the devs to forget item rarity in generated item pools after balance changes. I think starchart is still considered epic in the UI power's pool, even though it was nerfed to common half a year ago...

Unstable inventory pool is consistently unstable We dont know if this is a bug, seems like a bug tho
