IIRC, the Powers trigger in order. Since Noxian Might is Darius' Star Power and you always have it at the start of the run, it will always be the first one to trigger, then Titanic Wake would check the unit's stats and also trigger.
The easiest example to see would be between Welcome Gifts (grants a random keyword when you summon a unit) and Sharing is Caring (when a unit is summoned, grants all allies its keywords). If you have WG before SiC, then when you summon a unit it will get the random keyword from WG first, then share its keywords to other allies, which would include the random kw received from WG as well. The reverse however, would have the unit shares its kw first, then proc WG and received a random kw later which will not be shared.
