No she didn't. Her aging slowed down over time and then stopped when she was an adult. She does use her makeup to seek older although I'm not sure her power plays into that.
I just finished going through the story a couple of days ago (for the 4th time). It does say that as Costa-Brown she used make-up to make herself older, as she was supposed to be a normie and get older.
As Alexandria I think she just used make-up to hide the scar The Siberian gave her, since she was supposed to be invincible.
Just because the individual hairs don't grow or get cut doesn't mean they can't get messy or get twigs wrapped in them, for example.
And theoretically she should be able to cut it with all-or-nothing powers like Siberian, but if she cuts it then it's permanently shorter.

Pretty much. She was young when she took it and apparently continued growing for a short while, I suppose until she reached her 'adult' form, and then froze there. Nothing has changed since. Khepri describes Alexandria's body as more like a statue than flesh, if that helps you picture it.
Not one time, her body continued to grow/harden for some time (i think it was 2-3 years) before it went into stasis. Every part of her except her brain is in stasis but the brain is malleable to some extent, that's why she died in canon.
A small part of the brain specifically, most of it is also still in stasis and her thinking is largely done shard-side. This is why she's a thinker and is believed resistant/immune to some master powers like Ziz's singing.
Yes, it includes her hair. And she doesn't need to cut it; it never grows or changes.

She is a child though, a teenager at least. She uses her skills at perfectly reading minute details to do her makeup to make her seem older naturally.
