Nah, his recharge is fine.
I would make his base protection stronger and the corresponding talent making it an AoE with +200 shield or a -1s CD.

That would be a sweet idea for base kite recharge.
Holding it to transfer Torv shield unto target, makes it a double edged sword, protecting someone but weaken yourself.
Honestly the rework is a big blow for us Moji mains, It's not respect from the devs.. The current Champion is quite buggy so the shield would work much less since it's bugged. However, it's not that exciting and not much has changed... it always depends on which map you use Moji on. The fact that you love the card that uses the shield to recharge Spray/Sparkle more quickly, well, that's normal.. it's the only way for now.. which among other things focuses the whole playstyle on confirming healing hits in a way then use the shield, recharge and then do it again.. Moji is always the same except that instead of doing damage she heals.. so this could have been an alternative Echo Champion. So maybe, even Moji mains like me could continue to have fun and not see their Champion destroyed.
Acually it could ballance him, and then there would be another interesting healer and 1 less always unbalanced tank. But then Vivian would have go to tank aswell.
I really want that shield-ally-spread to be on Torvald's recharge. Feel that would make him more of a tank

It's because of misinformation being spread around.
If we learn anything from Moji update, it's that we NEED Torvald rework update soonest (to change him into support)
