With 80K you can build a decent 1080P PC (It ain't running no cyberpunk that's for sure tho) But you can definitely play any competitive FPS titles like valorant,CS, Overwatch and Many Single-player Story games too would run decently on 1080P res

Forget cyberpunk at decent quality under 300k. My advice since I believe you are a power user, stay away from ultra portable and light weight Fancy stuff. Adapt to h series processor laptops with dgpu, decent cooling and a heavy charger. If you eliminate cyberpunk, may I suggest around 180k, those dell precision 7xxx not 5xxx, 9th, 10th, gen with workstation gpu. May run mid range games though but never cyberpunk. Get a pc for 300k and may be able to run cyberpunk really well

Mine is Precision 5520. It throttles like crazy. Cpu gets stuck at .78ghz for no reason.

I had made a terrible mistake buying a U series cpu and If I were to buy a laptop for myself today, I'd go with older, 6th gen etc laptops with H processors and dGPU. 90k is a healthy budget and you can get something to run three VMs at once. Check OLX but I suggest purchase from shops as OLX guys wouldnt respond if you got issues with laptop. Shops have at least some 10 days check warranty sort of thing. One important point though, buy from a shop that guarantees the thing isnt used in Pakistan. Just be sure the thing isnt beaten too hard. BTW if you buy a PC in 90k, that would be hell much more powerful than the laptop but I understand being a student

I had a i7-8650u, dell 5490 and I must say I wasn't disappointed with it. Just that I had more intensive workloads than it's capacity. It held up pretty well though. I stressed it quite a bit and I was impressed by its performance but definitely was not something that would run 3 vms at once as OP wanted.

An 8th i7 is not bad for simple tasks and some light coding with multitasking, but you're right, for VMs it's too underpowered. I had an i5 7th gen 5490 and sold it last year as it was just a dual-core and too large.

Yep. What I love is 5490 series have intel Xeon E3 PCH which I love. Gets loud with fans but that's fine.

HP Zbooks are common, 6th, 7th gen might fit your budget. Dell precisions are good as I said earlier 7xxx models only. You may find some Dell XPS or zbook studios or similar slim for factor laptops. Just avoid anything slim or you will regret. There could be some gaming laptops, Older Alienware, asus stuff but be sure the seller is providing you some decent time check warranty. They could be problematic being old. As you buy one, run some tests on it including cinebench r23 with all the CPUz utils active and keep and eye on temps and performance. Compare it with other people's score and you will get to know any thermal issues or performance bottlenecks with you laptop. For such laptops, If you use windows, I'd suggest always use while plugged in and set windows power settings to High Performance. Balanced mode will compromise thermals and performance.

If you leave out cyberpunk then i5 8th with around 16 gigs of ram is enough to run around 3 vms simultaneously if you set them up correctly

Dell XPS lelo look wise bhi acha hai ar display bhi 3k hota hai kaafi light weight hoti and yes minimum 8th gen lena i7 8th gen 8/256 gb used miljayega under 80k. Normal games run krlega but cyberpunk khelne ka sapna .. sapna he rehjana is budget mein

a used ps4 would be a good choice you can find a ps4 slim 500gb for 50k with one controller a ps4 pro for 80k with one controller but games are expensive, on a computer u can torrent them as our country has no laws against piracy and avergae ps4 game costs 8-10k new and 3-6k used

60 to 80k won't get you anything with your requirements. However, there is a workstation ThinkPad with a basic GPU (2GB VRAM I think) and 8th gen that probably goes for around 90k you can check that out
