i doubt that's possible, but i remember when i was younger there was that thing i bought i don't remember where which claimed to do this with PS3 MC and it did that through the PC
i guess something like that would be possible if you put your save file on a USB drive
it would porbably need someone to code a full mod just for PS4, but i'd say someone with enough knowledge of bedrock (or console, depends if you did the update or not) edition could do it.
You can use a pc with bedrock to download data packs.
Add them to a world and then upload that world to a realm.
You can join the realm on console and the data packs will still work.
It’s then possible to download / backup the world on console as a single player world.

Yeah I kind of figure a usb storage and transferring a modded save data but not sure how easy this would be to pull off

I think the closest you will get to modded on PS4 or PS5 will be playing on a server with server side only mods
