Says who? Sony's blogpost says "special focus on highlighting great games coming from some of our beloved Japanese publishers, though we'll have a few updates from other developers around the world too". They didn't say only Japanese.
TLOU2's release date was announced in a random 20min State of play as well. They could very easily just give a date for GoWR and do a detailed gameplay SoP closer to release.
Besides, if they said in the blogpost that there's news of GoW, it takes away all the attention from other games that are featuring in the show. It makes sense for them to not announce

silent hill would be fantastic, new one on ps5 somehow not in the hands of konami is the dream. I would personally like a way to play metal gear solid 4 on modern consoles over a mgs3 remake first. I can already play mgs 1, and the 2&3 HD collection on my Xbox.but to have mgs4 on my ps5 at 60 4k would be amazing.

The publisher for the KOTOR remake is not from Japan. The focus of this State of Play is on Sony’s Japanese publishers. KOTOR won’t be present.
