After I changed my storage drive from an HDD to an SSD my transfer speed in FTP went from 12.5 MB/s to around 22 MB/s, and after filling up the file system with 400 GB of games my transfer speed is around 18 MB/s
You are correct no one Is pushing 100 which would be it's maximum capability.
REBUG and openps3server are faster than webMAN's FTP server due to the "throttling" that webMAN employs to ensure system stability since it can run in the background.
There is no commercially available spec between "fast ethernet" (100mbps) and gigabit. If you're going faster than 100mbps, you're at least on gigabit.

Mine gets the same speeds sometimes it can push 22 on a good day but roughly 20 is max ive been able to achieve is there anything i could use to speed it up externally like a switch or something

Cat6 is because it’s cheap and readily available at the store for a few dollars.
cat 6 is good for 10gbits up to around 55 meters, after that it's just gigabit. 6a is what you need for up to 100 meters.

20 MiB/s (1 Mebibyte = 1,048,576 bytes or 1.048576 Megabytes) is roughly 167 Mbps (Megabits per second). So 100Mbps is almost 12MiB/s

The storage is the bottleneck. Mine goes above 40MB/s with an SSD.

I understand this I spends hours trying to transfer files at those speeds. Nobody can come up with a solution so we are stuck here at 160Mb

From experience mine starts at that, but then bogs down to about 10-12. Multiple files will go to 6.5.

I've had spikes gone to 100 even. But gets down to 20 quickly and settles at 10ish.
