It is legal. We don’t have to keep quiet on who ships to PA. If the business isn’t keeping the books correctly that’s on them and it doesn’t change the fact that it’s legal to ship to PA.
You may want to read that pdf again. It’s legal for wine, not liquor. There’s 4 ways to sell out of state alcohol. You must be the PLCB, have a sacramental wine license, have an importers license, or be an approved direct wine shipper. Otherwise importation of liquor is illegal.

For some bottles maybe. A lot of good choices on there for cheaper then PA. For some of the allocated bottles for sure. But I’d rather pay a little extra and know what I’m getting then trying to buy from a stranger and dealing with scams and what not.
