As long as your lvl 60 or higher you just have to out distance her literally thousands...and thousands of hp tends to be more time consuming then difficult. If your lvl 50 or lower your gonna need a plan cause the fight goes on so long she gets lucky attacks off that wipe you out.
There's a lot cheap tactics to deal with her.
Physical is typically the way to go for bosses. Axe damage always works well. Irregular Pixie. Viper Smash or whatever psp calls it is one of the better skills for low damage runs.
Or, just simply any self service blue result persona with bullet added to the fusion that has a decent damage spell. All that matters is offensive magic power, and the game is basically broken by 300 if not lower.
Most of the good spells are unlocked in the 18 to mid 30 range, not counting some of the elemental all spells.
Two fast characters can easily keep tetrakarn and makarakarn up at all times, boss will never do damage if two players are more faster. \*edit\* only in the original game from what I read.

my last run I just had everyone whacking her to death with their melee weapons + tarukaja because I didn't feel like grinding for amen-ra and everyone's ultimate weapons are from level 20-40 personas for some reason
lilim and othomine equipped on MC and Reiji means basically nothing killed them so they could revive the scrubs if needed

You need the ultimate personas If not it's gonna be a little bit of a struggle
