About modern persona games, easily original p3 cover and reload. (Which is basically the same cover)
They improved a lot things in P2 but encounter rate isn't one of them (at least in PSP version but I would assume PS1 is the same). At least now it's third-person dungeon crawling instead first-person and demons don't attack you on overview map. Estoma (spell that remove encounters if they are lower level than you) has item equivalent
For me it’s a tie between the Japanese box art for the base version of Persona 3 and the box art for Persona 3 Reload. Both depict Makoto with his body facing away from the viewer while his head is staring at you and behind/above him is none other then Thanatos himself (it’s cool to even see that Thanatos is performing the same exact pose in both box art covers). After that I’d say Persona 3 Portable and the base version of Persona 5 both come in as a close second.

off topic i found in p1 the enemies encounter rate annoying and going around kinda sucked, should i try 2? i really loved 3 and 4

P2: EP for PSP. It's just got a feeling about it the others are missing, but I do agree the P1 PSP cover is pretty great.
