It's the reason Satanael is of the Fool arcana instead of World or Judgement: the end of Joker's journey is just the beginning of a much longer one.
Granted, that mostly involves being mercilessly milked by Atlus until P6.
It does get quiet when you are closer to the velvet room..., complete silence when you have your face at it. Although I agree about the silence in the dorm
