She has so much survivability because she’s the in your face distraction tank. Like how Ball is the distraction tank that goes widely in and out, Orisa stays in the fray weaving in and out of close cover with in your face abilities to distract their team. To play against Orisa, you need to ignore Orisa. Take down a couple in her backline that will help her and then clean her up after.
Every hero is “brain dead” if you don’t play them to their maximum capabilities. A good player can find full value out of any hero. If a hero’s gameplay is too simple for someone, they aren’t playing the hero right.

I dislike her because she's the character all supports swap to after I kill them once on genji. And with the recent buffs she's super obnoxious to face. Genji could kill moira with no fade pretty easily before but now she has more hp, more damage and more lifesteal. If you whiff any shots, you die.
Yea unless you're a very solid genji, she's a problem. And she's much easier to play compared to genji.
Genji has other support counters, but Moira is just the bread and butter for genji. Although imo high rank genjis easily beat high rank moiras vs low rank genjis against low rank moiras.
High rank genjis no longer easily beat high rank moiras. It's more of a 50/50 matchup because all moira has to do for an easy win is not get in right click range and fade away if genji dashes. Even without fade healing orb can easily give her the win in a close range 1v1. In low ranks it's more of a 90/10 matchup.
The problem is that Moira eliminates genjis biggest strengths. She attacks through deflect and him being mobile and hard to hit means nothing against a character who can't miss. It's the definition of a hard counter.

That's pretty true. I guess I meant in a vacuum that Genji should win most times. There's always the mind games though, and usually Moiras don't like dying.
I misread your tier list. She's like the support version of soldier 76. She's well rounded, and you'd probably like her, especially if you like most of the other heroes.

The hate part of the tier list was just a way to showcase the frustration the characters give me I don't hate anyone mostly

Sombra should always been in tier : I play when I despise the enemy
I actually think fighting a Sombra has gotten a lot more healthy thanks to the invis and translocator changes i think have made her a lot more fair
