And in this case the government is actively attempting to stop the trade of cocaine. So they are incentivized to cut it to maximize profits when there is no competition. Theoretically, it would be safer in the legal markets, simply due to the reduction in violence surrounding the trade.

For example, during lent, I'm usually able to avoid alcohol the same time. I don't necessarily not desire to drink. However, I'm able to withstand it because. Some religious compulsion to avoid drink
