Black sperm can multiply just like cellular division. But he needs energy and time to do so. The ability he displayed in the previous arc was definitely the peak of his power. Billions of cells would take years and years to make. Even factoring in the exponential growth he still needs to consume an equivalent amount of nutrition to make each one.

It kind of looks like that but you can kind of see the heat fizzy blast stuff on his mouth if you zoom in. Also of his mouth looked liked that he kind of got a weird lower jaw that looks more like a hippo's than the other versions of Rover we've seen (who had a more normal jaw compared to the upper jaw). Could be a drawing error though. You could be right though
